The National Department of Health (NDOH) is inviting applications for the position of Deputy Director: Project Management within the Chief Directorate: Digital Health Information Systems. Salary and Remuneration
- Salary: R896,436 per annum (all-inclusive package)
- Structure: The basic salary constitutes 70% or 75% of the total package and is structured in line with Middle Management Service (MMS) guidelines

Educational Qualifications
- Grade 12 certificate
- NQF 7 qualification in one of the following:

- Health Sciences
- Social Sciences
- Economics
- Information and Communication Technology (ICT)
- Postgraduate qualification in Agile Management or Project Management
- Additional advantage: Postgraduate qualification in Public Health
- Professional registration or certification, such as CAPM, PMP, or Prince2 Practitioner
Experience
- Proven experience in managing projects in the health sector will be highly advantageous.
- Familiarity with digital health systems, including digital identity management, interoperability, and ICT governance
Knowledge
Candidates must have an in-depth understanding of:
- Digital Health Context: From strategy to implementation, including system interoperability
- Project Management Methodologies: Agile, Scrum, Kanban, Gantt charts
- ICT Governance: Policies, standards, and compliance frameworks
- Legislation: Public Finance Management Act, Public Service Act, Public Service Regulations

Key Duties and Responsibilities
The Deputy Director: Project Management will oversee multiple digital health projects and ensure their successful delivery. The role involves both strategic planning and hands-on management.
Project Planning and Scope Development
- Define the purpose and objectives of each project.
- Ensure objectives are SMART: Specific, Measurable, Achievable, Relevant, and Time-bound.
- Identify all stakeholders affected by the project.
- Document functional and non-functional requirements
- Develop project plans detailing timelines, budgets, and required resources.
Resource Management
- Identify and allocate human, financial, and material resources.
- Estimate the time required for each task.
- Utilize project management tools such as Gantt charts, Scrum, and Kanban.
- Monitor and evaluate cross-functional teams.
- Align team goals with organizational objectives for maximum impact.
Project Execution and Monitoring
- Ensure projects are delivered on time, within budget, and to quality standards.
- Schedule regular team meetings to discuss progress and resolve challenges.

- Maintain comprehensive project documentation, including charters, scope statements, and requirement documents.
Risk Management and Governance
- Identify and document potential risks, including likelihood and impact.
